The album stretches between memories of time as "those times" on the one hand, and the influence of time as a process of change, entropy, on the other. That new concreteness is sobering and standing you up to face the fact of death.
The album arose in 1991 in a flash; it drops slowly into reality in 2010.
But to be concluded it required what happened afterward—10 years of oblivion in the damp, cold garage.
